A routine mountain bike ride in Pisgah National Forest turned into a nightmare scenario for two Georgia men today when they were held at gunpoint by a man fleeing police.Aaron Fischer and Chris Swann of Athens, Georgia were climbing Forest Road 477 when they heard sirens and the unmistakable sound of tires tearing through gravel at high speeds.Shortly thereafter, Fischer was confronted by the driver of a vehicle that was clearly being pursued by police. The driver slammed on his brakes, exited the vehicle, and pointed a revolver at Fischer’s chest.“As soon as he passed me, he slammed on the brakes, he jumped out of the car, he puts a revolver to my chest and says ‘Give me your ‘effing bike,” Fisher later told the Transylvania Times in a video interview at the Hub and Pisgah Tavern where Swann had rented a biked before the ride. Fischer then handed his bike over to the man and sought refuge in the nearby forest.According to Swann and Fischer, it was less than a minute until the pursuing officer arrived and questioned them about the suspect. After obtaining information from Swann and Fischer, he continued his pursuit.The suspect has now been identified by Transylvania County authorities as Buncombe County resident Phillip Michael Stroupe II, and, according to the Transylvania Times, there is now a manhunt under way as law enforcement agents search for Stroupe in the Avery Creek and Yellow Gap area of the Pisgah National Forest.Stroupe is wanted in Buncombe County for an alleged kidnapping.

The Department of Child Safety says they were never notified about the family which is strange because the community where they live is small and that others would have likely noticed anything that was out of place.Authorities are now interviewing the small community in which the couple lived in to see if anyone else knew about the abuse.Both of the parents and the grandmother, 50-year-old Ann Marie Martinez are have been arrested and are facing child abuse and murder charges.The rest of the children in the household are currently DCF’s custody. Authorities in Arizona have arrested a couple and a relative after a 6-year-old died while he was locked in a closet with his older brother.The incident was reported last week on Tuesday.Officials say they responded to a home in the Flagstaff area after receiving a call about an unconscious child.When authorities arrived, they found the 6-year-old unresponsive and attempted life saving methods on the child.Despite their efforts, the child was pronounced dead at the scene.When authorities interviewed the child’s parents and the grandmother, they were told that the parents, 23-year-old Anthony Jose Archibeque-Martinez and 26-year-old Elizabeth Archibeque-Martinez often locked their 6-year-old and his 7-year-old brother in the closest because they both would steal food when the parents went to bed.Officials reported that both the 6-year-old and the 7-year-old were extremely mal-nourished and neither looked their age.It was also reported that the couple also had a 2-year-old and a 4-year-old in the home. Both of those children, who are also the biological children of the couple, were said to be in good health. Authorities also reported that the 4-year-old even attended school.
County officials say they also would like a second testing site, to serve south county.However, a FEMA spokesman tells The Palm Beach Post that additional federally-supported testing sites are not being approved at this time. “The state, county, or the private sector (hospital, medical facility, etc) can establish their own testing sites, and request supplies through the established system,” the spokesman said in an email.With 318 people in the county diagnosed with COVID-19 and its death toll rising to six, DeSantis says the county needs a large testing center.“Palm Beach County is a distant third, but there’s not been as many tests,” he explains. “I think it’s important to expand the testing there to get a better sense of what’s going on.” Gov. Speedy investigations into sexual assault cases, a comprehensive security plan and improved security at railway stations will top the agenda of the 24th meeting of the Western Zonal Council, to be chaired by Union Home Minister Amit Shah in Panjim on August 22. The council, functioning under the aegis of the Ministry of Home Affairs (MHA)’s Inter-State Council Secretariat, comprises Goa, Gujarat, Maharashtra, and the Union Territories of Daman and Diu, and Dadra and Nagar Haveli. The Central government has also asked the States to provide an update on the MHA’s refusal to give funds for modernisation of the police force in the absence of a comprehensive State security plan, said senior officials. The previous meeting of the council was chaired by former Home Minister Rajnath Singh on April 26, 2018 at Gandhinagar.The August 22 meeting will also discuss the implementation and mismanagement, if any, of the Direct Benefit Transfer scheme as well as forest clearances pending for construction of the third line in the Wirpur-Sirpur section of major train projects. Goa was finalised as the venue for this year’s meeting as the previous meetings were held in Gujarat and Mumbai, senior officials said. The eight items on the agenda were recently finalised by Sanjeev Gupta, Special Secretary, MHA. These include surplus land to be collected from various Central government organisations for the purpose of Housing for All schemes, and clearances under the Right of Way policy for freight corridors planned across the States. “The priority of the meeting will be speedy investigations into cases related to sexual assault and the conviction rate. The MHA is keen on knowing our (States’) response to its refusal to approve modernisation of police force unless we have put in place a State Security Plan,” said a State official.The five zonal councils created under the States Re-Organisation Act, 1956 are advisory bodies that will discuss and make recommendations with regard to any matter of common interest in the field of economic and social planning between the Centre and States, border disputes, linguistic minorities, inter-State transport or matters connected with the reorganisation of States under this Act. The Act provides that there shall be a zonal council for each of the five zones: North, Central, Eastern, Southern and Western.
